Ian Cooper makes a lot of mistakes, like any eleven-year-old boy. But when he accidentally sets the forest on fire behind his house, his mother has had enough. His plans to build a model ship his late father gave him are dashed when she ships him off to his grandparents in the sleepy seaside village of Mitchell Bay for the summer.

Ian learns the town has a fifty-year-old unsolved mystery - a boy drowned in the bay during a hurricane and remains unidentified. As Ian makes friends with a small diverse group of kids, they pledge to solve the mystery before the summer ends. Their efforts are thwarted by Ians overprotective grandmother, the town bully, a shady librarian with a dark past, and an ominous hurricane that puts Ian and his friends in peril.
