Gender refers to The socially constructed characteristics of women and men - such as norms, roles and relationships between groups of women and men. Gender mainstreaming is an approach to policy-making that takes into account both womens and mens interests and concerns.The concept of gender mainstreaming was first introduced at the Nairobi World Conference on Women (1985).
