What values and incentives play a role for their motivation? The official report from 2010 of the Public Service Administration in Bulgaria have listed public service motivation as the key challenge, which human resource management in the public administration is facing. The report from 2015 addresses the fact that the strategies to improve motivation have not produced the expected results.
