Information Technology Infrastructure Library (ITIL) V3 is made up of a collection of "best practices" found across the range of IT services. Applicable ITIL implementation guidance is lacking; particularly for the U. S. government agency which is faced with the task of providing the same mission and services with less financial resources. ITIL can leverage some efficiency and costs savings for the government agency, if a methodology to implement can be found.
